工程项目招标与投标（36学时）课程简介

“工程项目招标与投标”是房地产经营与管理及项目管理专业的限选课。通过本课程的学习可以使学生掌握国际及国内工程项目招标投标所需的基本理论、一般规律和技巧，在此基础上培养学生分析、研究和有效解决我国工程项目招标投标中实际问题的基本能力。

工程项目招标与投标（36学时）课程主要教学内容包括四部分：概述、国际工程施工招投标、国际工程咨询招投标及国内工程项目招投标。概述部分主要讲授认识建筑市场（包括建筑市场的主体、建筑市场客体、建筑市场相关建设制度及常见工程项目管理模式）、招投标概述（包括招投标概念及作用、工程项目招投标特点及分类、工程项目招投标的基本原则）；国际工程施工招投标部分主要讲授世界银行贷款项目招投标做法，包括世行贷款项目招标方式、国际竞争性招标程序、世行标准招标文件的内容、资格预审方法、评标方法、国际工程中的保函业务、国际工程施工投标报价程序及报价技巧；国际工程咨询招投标部分主要讲授工程咨询的内容、国际工程咨询招标的方式、国际竞争性咨询招标程序及咨询服务费用的计算；国内工程项目招标投标部分主要讲授我国建筑市场及工程项目招投标的发展状况、与招投标有关的主要法律法规、国内和国际工程招投标的主要区别（以工程施工招标为例，将国内施工标准招标文件与世行施工招标文件进行对比分析）、招标案例分析。

Engineering Project Bidding (36 class hours)

Engineering Project Bidding (36 class hours) is a limited elective course for real estate management and project management major. The aim of the course is to make students understand and master general theory，process and methods related with engineering project bidding through their learning . Based on this knowledge, the students should be able to do the engineering project bidding work in practical project.

Engineering Project Bidding (36 class hours) mainly consists of the following four parts：Firstly, concept and knowledge will be introduced about construction market and engineering project bidding. Secondly, International engineering construction bidding is described in which the procedure and rule of engineering construction bidding according to the "Guidelines for Procurement" of the World Bank is mainly taught，including international competitive bidding （ICB）and other forms of procurement，procedures of international competitive bidding，content of standard bidding document，prequalification and postqualification，evaluation method，Bank Guarantee in the international project contracting、procedures and skills of bids. Thirdly, International Engineering consulting bidding is especially emphasized，including the basic content of engineering consulting ，forms of engineering consulting bidding，procedures of international engineering consulting bidding，methods of calculating of the cost of the consulting services. Finally，domestic engineering project bidding is reviewed，which includes the development of china's construction market and engineering project bidding，main laws and regulations related to the engineering project bidding，the difference between the domestic bidding and international bidding，class discussions of cases that show students how theories may be used in practice.
